HR & Payroll Officer
Job Description:
The HR & Payroll Officer primarily focuses on managing the employee lifecycle, strengthening staff relations, and ensuring organizational compliance with labour standards. While this role includes routine monthly payroll administration, its primary objective is to maintain structured HR operations, support disciplinary alignment, and foster a productive, compliant working environment.
Core Responsibilities
- Recruitment & Onboarding: Advertise open positions, interview prospective candidates, negotiate salary packages, draft employment contracts, and collect all critical onboarding documents.
- Offboarding & Terminations: Process resignations, compute terminal payouts, issue PAYE 5 certificates, deactivate employee benefits, and ensure the recovery of company PPE.
- Disciplinary & Relations: Issue written warnings, draft formal disciplinary hearing notices, liaise with external labour consultants, and manage staff grievances.
- Training & Administration: Maintain comprehensive personnel files, coordinate internal skills development initiatives, submit NTA training claims, and manage PPE stock inventory levels.
- Employment Equity: Generate Affirmative Action (AA) statistics and actively participate in bi-annual equity committee meetings.
- Leave Administration: Verify medical certificates and compassionate leave applications while managing overall staff leave approvals and history tracking.
- Payroll Processing: Capture accurate payroll data on Sage VIP, calculating monthly salaries, hourly wages, overtime, commissions, and team production bonuses.
- Time & Attendance: Track employee absenteeism using Binary City software and cross-verify digital system logs against manual team registers.
- Statutory Compliance: Compile and submit monthly PAYE, ETX, NTA levies, and SSC payments; handle annual tax year-end reconciliations.
- Medical & Insurance: Manage NMC medical aid deductions, compile annual WCA reports, and submit injury-on-duty insurance claims.
- Financial Recoveries: Review operation incident reports, draft Acknowledgement of Debt (AOD) forms, and track monthly loan or damage deductions.
Role Requirements & Qualifications
- Education: Formal Human Resources Diploma or Degree.
- Experience: 10+ years required.
- Software: Practical proficiency and operational experience using Sage VIP payroll software and Binary City biometric systems.
- Legislation: Clear understanding of Namibian labour laws, income tax regulations, SSC acts, and Affirmative Action rules.
